Electoral Integrity Database

Electoral integrity is at stake in a series of states in the wider Eastern Neighborhood. This database is set up to enable monitoring of two critical phenomena challenging the quality of elections and of election observation in the region. The databases contained herein are built on open source materials and are regularly updated by EPDE member organizations and election experts.

Catalogue of Recommendations on Electoral Reform

EPDE member organizations acknowledge that a
considerable majority of election-related recommendations remain unaddressed by relevant lawmakers – often for years. To support citizen observer organizations’ efforts in tracking the implementation of recommendations, EPDE developed this open source multi-country online catalogue. To date, the database contains over 490 recommendations pertaining to elections held between 2012 and 2018 in the wider Eastern Neighborhood region. EPDE is regularly publishing comparative reports on the implementation of election-related recommendations in specific areas.

Database of Politically Biased Election Observers

Not only elections can be falsified – also election observation can be imitated. The Russian Federation and Azerbaijan are among the frontrunners of states that systematically invite politically biased international election observers – often members of European parliaments – to whitewash fraudulent elections. Without clear methodology and ignoring international standards these “election observers” try to legitimize falsified or illegitimate elections. Thereby they destroy trust in elections and discredit critical and independent election observation in the region. This database contains 374 names of notorious “fake election observers” from over 60 countries.
